This Dossier was prepared as a preliminary report of Pre-Poll rigging under the instructions of Shaheed Mohtarma Benazir Bhutto on the night of 26/27 December, 2007 as it was urgently needed for presentation to the European Union delegation meeting her at 7:30 PM and the American law makers (Senator Arlen Spector and Congressman Patrick Kennedy) at 9:30 PM on 27 December, 2007. However, since she was martyred at 5:15 PM the meeting did not take place as scheduled.

The Dossier additionally was also to be supplemented by two documents one of which was rejoinder submitted in the Supreme Court of Pakistan during the hearing of Constitutional Petition of Mohtarma Benazir Bhutto by me which mentioned the Super Computer Network in ‘Ojiri’ camp Rawalpindi established by the ISI (Inter Services Intelligence) which was connected with the computer network at the Election Commission of Pakistan so as to easily hack the Election results. The request was made to shut down the Super Computer Network or disconnect it with the Election Commission of Pakistan and in any case prevent hacking and overturning the result of the Elections. The said Petition which was primarily directed against the flawed Computerized Electoral Lists is still pending before the Apex Court.

Yet another document related to the USAID funded Computerized Electoral Lists which contract was given to a Company having connections with the PML-Q leadership and despite written complaints the Election Commission of Pakistan came out with 52 Million votes in the draft Electoral Lists of 2002 exhibited in September, 2007 although the existing Electoral Lists of 2002 contained 72 Million. Challenge to such Electoral Lists was made by Mohtarma Benazir Bhutto before the Supreme Court of Pakistan and under directions of the Apex Court 81 Million plus votes have come up in the final Computerized Electoral Lists. The United States refused to provide funds for the renewed exercise as the earlier amount was wasted by the Election Commission of Pakistan which came up with the flawed Lists not envisioned for the funded amount of USAID.

The final Dossier would have been out after the 8th of January, 2008, but would now be released on the culmination of the Election which are scheduled to be held on February 18, 2008. I would encourage all of you to keep visiting our Web Site regularly for important updates.
