Johannesburg - An administrator for Piet Retief's Mkhondo municipality has been appointed, the Mpumalanga premier's office announced on Wednesday.

"The co-operative governance MEC Norman Mokoena appointed Nelson Khosa as the new administrator for the municipality with immediate effect," the premier's spokesperson Ntime Skhosana said in a statement.

Skhosana said Khosa was expected to investigate all the allegations levelled against the council, oversee the administration and restore council activities, particularly the acceleration of community services.

This comes after provincial cabinet decided to oversee the municipality's administration and exercise all executive functions, in line with section 139 1(b) of the Constitution.

Section 139 1(b) states that when a municipality cannot fulfil an executive obligation, the provincial government may intervene.

Buildings, mayor's house burnt

This was announced after two people were shot and killed, several properties, including the library, clinic and the mayor's house set alight during protests against the municipality's alleged financial mismanagement.

The protests started on Sunday after about 3 000 local residents gathered at the local stadium for a meeting with the government.

According to the police the meeting was meant to discuss claims of financial mismanagement, but "half of the group left the stadium before the meeting ended and started barricading the street, burning tyres and throwing objects at moving vehicles".

The cabinet has condemned the violence.
